Idea:

You will need:

3/4 lids from old shoe boxes.

A large set of vehicles

Dice

Draw two rows of parking spaces, inside each shoe box lid. Cutting a hole for the cars to drive through in the middle.

As the children threw a dice they counted out the corresponding number of cars and parked their cars in the "parking lot". We counted how many spaces were full/vacant.
